KEY ACCOUNTABILITIES / KEY RESPONSIBILITIES
- To lead, organize and manage the manufacturing and R&D facilities of an FCBGA substrate factory to provide world-class facilities & utilities services, within the specification, to support uninterrupted operation
- To engage with the main contractor, consultants, business units and other stakeholders to coordinate and oversee the entire project building construction
- Accountable for KPIs set by Manufacturing; set strategy to ensure sustenance of class-leading Facilities Systems & continuous Improvement Plans to ensure zero interruptions
- Set policies to develop team of excellent engineers to achieve departmental goals and objectives
- As Head of Facilities, you will be responsible for the following systems
- Clean room environment
- HVAC, Exhaust & related Mechanical Systems including scrubber
- Electrical Systems (HV & LV)
- Process Cooling water & Process Water
- Pure water, waste water treatment & Reclaim plant
- Chemical (Resist, Plating / developing (alkaline) / stripping / etching / flux cleaning solution) & gas (Bulk N2) Delivery
- Building management
- Other responsibilities & tasks include
1. Facilities planning, forecasting and managing budgets and cost control
- Control and manage departmental expenses and capital project execution to meet the fab ramp up plan
- Initiate upgrading, expansion and improvement project so as to improve system operation reliability, reduction on operational cost and safeguard the company property
2. Energy Management
- Manage the facility's energy consumption and implement strategies to improve energy efficiency and reduce operational costs
- Monitor utility usage and identify opportunities for savings
3. Manpower Development & productivity improvement
- Train and motivate the operation staff to meet all performance requirements and departmental goals
- Develop the awareness of equipment performance, monitoring daily capacities and operation constraints, system weakness and carry out improvement plan
- Embark on continuous improvement methodologies such as FMEA/SPC, DOE, PDCA and task force ,all aim to train the employees and improve the problem solving skills and work methods
- Delegate work responsibility to staff and challenge the senior engineers to strive for continuous improvement in their work and take up additional tasks
- Develop problem-solving skills, take calculated risk, risk assessment, and make decisions during the course of work pertaining to supporting operation and manufacturing
4. Space Planning and Management
- Continuously improve the layout and use of space within the factory, in alignment with the factory automation plans, to optimize workflow, production efficiency, and safety
- Ensure that historical data are well documented to ensure traceability
- Ensure Line Drawings are organized & regularly updated
5. Establish & Maintain a Fac Quality Control System
- Develop and implement work methods, priorities and system to ensure that the facility system is running at its optimal performance and no unscheduled interruption to manufacturing operation
- Lead and drive campus wide regular meetings to focus on accomplishment critical issue, solution and follow up and review critical weekly activities
- Delegate and assign the senior maintenance engineer to come up with master schedule and program to carry out preventive maintenance on facilities system
- Develop and implement facility documentation system that support QS 9000 quality standard and ISO 14001 environmental standard requirements
- Practice core values and open management with continuous communication amongst all staff and adopt autonomy with strict accountability of work to be done
6. Ensure Safety and Security of all personnel & property by creating Safe work procedure (eg Risk assessment)
- Deploy safety policies and implementation of strict safety rules and regulation across the department and the entire company
- Oversee the security of the facility, including physical security measures, access control systems, and surveillance
- Develop and implement security policies to protect the facility and the personnel
7. Emergency Preparedness and Response
- Develop and maintain emergency preparedness plans
- Coordinate drills and training sessions to ensure staff are prepared to respond to emergencies effectively
8. Meet all government regulations for Manufacturing and R&D facilities in Singapore
KNOWLEDGE & EXPERIENCE REQUIRED
- PROFESSIONAL QUALIFICATIONS
- Degree in Engineering or Diploma in Engineering
- For Degree holder; minimum of 5 years working experience in facilities management (Advantages for candidate to have experience in semiconductor or LCD Fab)
- For Diploma holder; minimum of 8 years working experience in facilities management (Advantages for candidate to have experience in semiconductor or LCD Fab)
- SPECIALIZED KNOWLEDGE / SKILLS
- Understand the basics of continuous improvement methodologies such as FMEA/SPC, DOE, PDCA and task force
- Understand the basics of quality (IATF16949/QS9000) and environmental (ISO14001) management systems
- Understand the basics of Workplace Safety and Health Act (WSHA)
- It is desirable to have an understanding of chemicals (laws, SDS, GHS)
- Understand the basics of BCP (Business Continuity Plan)
