Ensures that research and analysis undertaken is of the highest quality and meets CRS's standards of objectivity, responsiveness, non-partisanship, balance, timeliness, legislative relevance, authoritativeness, and accessibility. Reviews research to ensure that it complements other Service research and analyses; is accurate, well organized, and cogent; meets professional and service standards; adheres to CRS policy guidelines; and is responsive to the legislative needs of Members and committees of Congress. Establishes and maintains relationships with Members and committees of Congress.

Contributes to and assists in developing CRS-wide strategic goals and priorities. Communicates those goals and priorities to staff. Oversees the implementation of CRS-wide policies, procedures, standards and guidelines by staff. Effectively communicates management initiatives to staff and ensures that staff are able to acclimate to the changing needs of Congress and the CRS research community. Conveys to senior management information and concerns from staff.

Job Description:

• Manage the company Training Centre operations, including supervision of the trainers and training activities
• Conduct assigned classroom training and on-line facilitation, including course assessment and develops courseware for accreditation in accordance with WSQ Approved Training Organisation (ATO) requirements
• Analyses and reviews the completed courses feedbacks and evaluations for continual improvements
• Manage the administration of all training-related systems and course registration, including liaising with external training service providers for the training needs
• Coordinate and organise the Learning Needs Analysis (LNA) information, including research and recommend relevant courses in accordance to relevant Sectors’ Skills Frameworks
• Manage and update company learning portal and course directory
• Provide monthly management reports
• Develop and update SOPs for training operations and administration
• Maintain and upkeep the Training Centre and logistics requirements
• Assists in the internal and external audits matters
• Organise and take minutes of meeting for the department, company training committee etc.

Job Requirements:

• Candidate must possess at least a Diploma or Degree of any discipline
• Candidate must be certified ACTA / ACLP, preferably with WSQ DDDLP
• Require minimum 5 years of training experience, preferably in the built environment or security industry
• Familiar with administration of WSQ programme
• Ability to liaise with training vendors on course requirements, including training funding administration
• Possess relevant skills and knowledge of digital tools for conducting the training

About the role

Due to the resignation of the substantive post holder, we are recruiting to a permanent Learning and Development Manager post within the Workforce, Education and Standards Directorate. As a Learning and Development Manager you will carry out a diverse range of duties. This adds to the challenge of the role but also makes the job interesting and varied. We are looking for an exceptional individual who thrives on challenge, is versatile, and can adapt their working style to accommodate the need to change direction and move into a wide range of work areas swiftly but effectively.

You will be responsible for managing and leading the Education and Quality Assurance team and will lead and manage projects that contribute to our strategic plan.

You will provide leadership and management oversight for the team’s core business, which includes the ongoing approval and quality assurance of SSSC regulated education and training. You will also lead and contribute to, and support your team members to lead and contribute to, current project work supporting newly qualified social workers and mental health officers, amongst others.

What you need to succeed

You should:

have significant current or recent experience of working in or with the social service sector
hold a recognised degree level or equivalent qualification in a relevant professional field, preferably social work given the nature of the team’s core business
understand policy and legislative developments in Scotland and how they impact the social service workforce
have extensive experience in learning and workforce development across social work, childhood practice and specialist areas such as Mental Health Officer and Practice Learning
have a critical understanding of the wide range of operational demands and workforce development needs of social service workers and employers
understand workforce development and workforce planning
have demonstrable experience of identifying learning needs and designing, developing, delivering and evaluating learning activity
have experience of managing budgets
have excellent oral and written communication
have demonstrable project management skills.
