What will I do in this position if hired?

In this Local Hire (Public Assistance Program Delivery Manager) position, you will report to the Public Assistance Program Delivery Task Force Lead and serve as the primary point of contact for the applicant.

Typical assignments include:

• Tracking and communicating the progress of all projects through the entire program delivery model in coordination with the Applicant.
• Engaging program offices as soon as potential opportunities or concerns arise.
• Discussing potential Hazard Mitigation opportunities with the Applicant.
• Hosting key information meetings ensuring recovery priorities and program eligibility requirements are communicated.
• Gathering all required documentation to enable FEMA to write grants so the applicant can be returned to their Pre-Disaster condition as soon as possible.
• Facilitating the delivery of Public Assistance grant funding on behalf of Applicants; this includes (but is not limited to) developing the list of damaged sites, scheduling site inspections, summarizing applicant damages, and coordinating requests for information and questions.
• Working with the applicants to resolve their program related needs ensuring projects are processed as efficiently and expeditiously as possible.

This announcement is for a position as a FEMA Local Hire. Local Hire employees help FEMA respond to, recover from and mitigate hazards by performing a variety of emergency management functions which are not limited to disaster survivor assistance, conducting and verifying damage assessments, and providing administrative, financial and logistical support.

Local Hires are Temporary Positions. The Local Hire Program is an appointment type granted under the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Section 306 (b), which authorizes FEMA to appoint such temporary employees as necessary to accomplish work authorized under the Act. Appointments under this authority within FEMA are made to the excepted service and are nonpermanent in nature. A local hire's term of employment is 120 days. Local Hire appointments may be extended, in 120-day increments, based on the needs of the disaster.

Under the direction of the Community Services Flight Chief and Deputy Flight Chief, is the Flight focal point for Material Management (Motor Equipment and Facilities).

Serve as Flight level Vehicle Control Officer (VCO) processing and submitting all required documents and data to the Squadron VCO in a timely manner. Oversees vehicle training and licensing for Community Services personnel. Reviews vehicle utilization records for compliance with mileage equalization policies. Prepares and reviews written and oral reports and acts as necessary concerning such matters as vehicle utilization, turn-in, replacement, damage, loss, rotation between users, and accountability. Maintains records and files as they relate to vehicle maintenance and history. Utilizes and maintains Material Handling Equipment (MHE) equipment to include truck mounted snowplows, forklifts, pallet jacks, dollies, banding equipment, power and air tools. Maintains a government purchase card for the purpose of purchasing vehicle parts and supplies.

Serve as an alternate facility manager. Process work orders through the 773 CES. Evaluate, plan, and execute facility maintenance repairs. Determines and selects the most appropriate course of action to accomplish each phase of the work in the most productive and cost-effective manner. Ensure that required materials are on hand or obtained prior to initiating work. Work cohesively with the onsite facility providing guidance and technical knowledge when necessary to complete detailed tasks. Assists with property accountability and annual inventories. Coordinate the delivery of assets from vendors to the various Community Services facilities.

Ensures physical safeguards, cleanliness, and safety standards are maintained within flight operations. Complies with environmental directives pertaining to handling hazardous materials and hazardous waste.

• Responsible for the safeguarding government personnel, property, and technologies against such threats as: unlawful entry, sabotage, espionage, theft, accidental or willful damage, and destruction.

The primary purpose of this position is: as an Air Reserve Technician (ART). Serves as the Senior ART Enlisted Public Affairs Specialist in the Air Force Reserve Command (AFRC) Headquarters. Additionally, provides training to reservist in the accomplishment of tasks set forth herein.

DUTIES:
Duty 1 - As the senior enlisted ART, writes articles to tell the Air Force Reserve Command's story.
Duty 2 - Coordinates Public Affairs support activities.
Duty 3 - Serves as the Command Public Affairs Functional Manager.
Duty 4 - Serves as the AFRC Public Affairs Resource Advisor.
Duty 5 - Serves as the Public Affairs Training and Readiness Manager.

Major Duties include but are not limited to:

• Providing policing services in a variety of jurisdictional environments, where each type of jurisdiction (Exclusive, Concurrent, and Proprietorial) has different enforcement rules and requires Police Officers to understand the complexities and legally apply the correct set of laws, regulations, and processes.
• Provides services routinely at all segments of VA facilities located over large geographical areas, some of which may be in different states, counties, municipalities, or townships.
• Performs certain elements of the work away from Departmental properties when consistent with Federal law, regulation, VA policy, and operational guidance.
• Protects Veterans, volunteers, and others on Departmental property, U.S. officials, other individuals, and him or herself during any given situation against threats to personal safety when force becomes necessary to enforce laws and regulations.
• Protects Veterans, employees and visitors sensitive and protected medical information from unauthorized release or unauthorized use where prohibited by law and or policy as guided by the privacy officer, FOIA, HIPPA, etc.
• Carries firearms and other weapons, intervenes when necessary to deescalate situations, and determines when and how much force must be applied.
• Advises individuals of their (Miranda, Weingarten, Garrity, etc.) rights, and protects the constitutional and civil rights of persons.
• Conducts investigations, apprehensions, or detention of individuals suspected or convicted of offenses against the criminal laws of the US, protection, and transport of U.S. officials. Conducts investigations with a nexus to VA, prisoner transports, patient search and recovery, life-saving efforts, disaster response and recovery, asset protection during transit, training, and other matters.
• Identifies and preserves evidence, writes comprehensive incident reports, prepares case files, and testifies in court as it pertains to enforcing laws and regulations.
• Provides patrol in vehicles, on foot, and/or on a bicycle.
• Detects and intervenes in criminal activity; responds to calls for police assistance, irregularities, and unusual or suspicious circumstances.
• Investigates incidents and takes steps to mitigate further risk and resolve situations. Provides emergency response coordination as needed.
• Performs drug and contraband intervention techniques and provides training to those areas where contraband identification and knowledge is imperative for the staff.
• Serves as an interregnal part of the suicide prevention program and is often the first person seen by Veterans. Intervenes when possible, to deescalate active suicidal behavior and/or prevents suicides.
• Operates specialized vehicles and equipment in support of law enforcement and security operations.
• Executes arrest warrants issued by federal and local courts. Coordinates or transports arrested parties to holding facilities and courts as required.
• Functions as first line of defense during violent crimes in progress, terror attacks, potential threats etc.
• Preserves crime scenes, summons additional emergency response personnel, and coordinates, initiates or assists with partial or total evacuations.
• Initiates investigative stops on suspicious and potentially dangerous persons and suspicious vehicles independently.
• Uses the National Incident Management System and Incident Command System protocols to establish command and control, develop a course of action and contain, mitigate, and recover from an incident.

• Moderate to arduous physical exertion and/or duties of a hazardous nature, good near and distant vision, ability to distinguish basic colors, and ability to hear the conversational voice.
• Strenuous, physical exertion -running, frequent climbing of multiple flights of stairs, and carrying items weighing over 50 pounds. Stamina, physical agility, dexterity, and the strength to pursue, apprehend or detain persons who are often uncooperative, assaultive, and/or armed.
• Positions involving Federal motor vehicle operation carry the additional medical requirements specified in 5 CFR 930..

• You will keep abreast of regulatory requirements, especially recent changes to those requirements.
• You will Identify training requirements, which include the preparation of lesson plans and program briefs for personnel involved in the IH Programs.
