Key Responsibilities

1. Regulatory Compliance

a) Ensure Bag Filter and Scrubber systems are properly operated and maintained in compliance with the Environmental Quality Act 1974, Clean Air Regulations 1978, Regulation 40 requirements, and the DOE Guidance Document on Performance Monitoring.

b) Maintain complete and accurate monitoring records related to Air Pollution Control Systems (APCS) in accordance with Department of Environment (DOE) requirements.

c) Act as the main liaison person with DOE during inspections, compliance audits, and enforcement visits.

d) Ensure Air Pollution Control Systems operate within DOE permissible emission limits at all times.

e) Perform or supervise performance monitoring of Air Pollution Control Systems in accordance with DOE competency requirements and applicable guidance documents.

f) Advise management on compliance status and recommend corrective actions where necessary to ensure continuous regulatory compliance.

g) Promote and support continuous improvement initiatives to enhance the efficiency, reliability, and compliance performance of Air Pollution Control Systems.

2. Daily Operation & Monitoring

a) Monitor the operation and performance of the Bag Filter system, including differential pressure readings, compressed air pulse cleaning system performance, filter bag condition, hopper discharge system operation, blower/fan operation, and ducting condition to ensure efficient system performance.

b) Monitor the performance of the Scrubber system, including circulation pump operation, spray nozzle condition, airflow performance, chemical dosing condition (if applicable), and pH monitoring (if applicable) to ensure effective emission control.

c) Conduct routine inspections of Air Pollution Control Systems (APCS), identify abnormal operating conditions, and implement prompt corrective actions to prevent emission non-compliance and equipment failure.

3. System Maintenance & Performance Monitoring

a) Plan, coordinate, and supervise preventive and corrective maintenance activities for Bag Filter and Scrubber systems, including filter bag inspection and replacement, ducting inspection, blower servicing, hopper discharge system maintenance, scrubber nozzle cleaning, and circulation pump servicing.

b) Carry out performance monitoring activities in accordance with DOE requirements and maintain proper inspection and monitoring records to verify system effectiveness.

c) Identify and recommend improvement measures to enhance operational efficiency, system reliability, and environmental compliance performance.

4. Training & Safety

a) Train and guide operators on proper operation and monitoring of Bag Filter and Scrubber systems.

b) Assist in the development and implementation of Standard Operating Procedures (SOPs), inspection checklists, and emergency response procedures related to Air Pollution Control Systems.

c) Ensure all personnel comply with PPE requirements and company environmental, health, and safety policies.

5. Documentation & Reporting

a) Maintain daily operation logbooks for Bag Filter and Scrubber systems.

b) Record monitoring parameters, maintenance activities, abnormal conditions, and corrective actions taken.

c) Maintain accurate records of filter bag replacements, scrubber servicing activities, and performance monitoring checklists.

d) Prepare and submit weekly, monthly, and quarterly environmental compliance reports to management and ensure documentation is readily available for DOE inspections.

Requirements

Mandatory Certification

Possess or be eligible to obtain:

Certified Environmental Professional in Bag Filter Operation (CePBFO)

and/or

Certified Environmental Professional in Scrubber Operation (CePSO)

Issued by Environment Institute of Malaysia (EiMAS) / Department of Environment (DOE)

Experience Requirement

Candidates must have a minimum of two (2) years of experience in Air Pollution Control System (APCS) operation, including Bag Filter systems, Scrubber systems, and industrial emission monitoring. Experience in the textile manufacturing environment will be an added advantage.

Education Requirement

Candidates must possess a Diploma or Degree in Science or Engineering. Candidates with a Polytechnic Certificate or SKM Level 2 qualification may also be considered, provided they have at least one (1) year of relevant working experience in Air Pollution Control System (APCS) operation. Candidates with SPM qualification may be considered if they have three (3) to five (5) years of relevant experience in APCS operation.

Tanggungjawab Utama

1. Pematuhan Kawal Selia

a) Pastikan sistem Penapis Beg dan Penggosok dikendalikan dan diselenggara dengan betul mengikut Akta Kualiti Alam Sekitar 1974, Peraturan Udara Bersih 1978, keperluan Peraturan 40 dan Dokumen Panduan DOE mengenai Pemantauan Prestasi.

b) Mengekalkan rekod pemantauan yang lengkap dan tepat berkaitan Sistem Kawalan Pencemaran Udara (APCS) mengikut keperluan Jabatan Alam Sekitar (JAS).

c) Bertindak sebagai orang perhubungan utama dengan DOE semasa pemeriksaan, audit pematuhan dan lawatan penguatkuasaan.

d) Pastikan Sistem Kawalan Pencemaran Udara beroperasi dalam had pelepasan yang dibenarkan oleh DOE pada setiap masa.

e) Melaksanakan atau menyelia pemantauan prestasi Sistem Kawalan Pencemaran Udara mengikut keperluan kecekapan DOE dan dokumen panduan yang berkenaan.

f) Menasihati pihak pengurusan tentang status pematuhan dan mengesyorkan tindakan pembetulan jika perlu bagi memastikan pematuhan kawal selia yang berterusan.

g) Menggalakkan dan menyokong inisiatif penambahbaikan berterusan untuk meningkatkan kecekapan, kebolehpercayaan dan prestasi pematuhan Sistem Kawalan Pencemaran Udara.

2. Operasi & Pemantauan Harian

a) Pantau operasi dan prestasi sistem Penapis Beg, termasuk bacaan tekanan pembezaan, prestasi sistem pembersihan denyut udara termampat, keadaan beg penapis, operasi sistem pelepasan corong, operasi peniup/kipas dan keadaan saluran untuk memastikan prestasi sistem yang cekap.

b) Pantau prestasi sistem Scrubber, termasuk operasi pam edaran, keadaan muncung semburan, prestasi aliran udara, keadaan dos kimia (jika berkenaan), dan pemantauan pH (jika berkenaan) untuk memastikan kawalan pelepasan yang berkesan.

c) Menjalankan pemeriksaan rutin Sistem Kawalan Pencemaran Udara (APCS), mengenal pasti keadaan operasi yang tidak normal dan melaksanakan tindakan pembetulan segera untuk mencegah ketidakpatuhan pelepasan dan kegagalan peralatan.

3. Penyelenggaraan & Pemantauan Prestasi Sistem

a) Merancang, menyelaras dan menyelia aktiviti penyelenggaraan pencegahan dan pembetulan untuk sistem Penapis Beg dan Penggahar, termasuk pemeriksaan dan penggantian beg penapis, pemeriksaan saluran, servis peniup, penyelenggaraan sistem pelepasan corong, pembersihan muncung penggahar dan servis pam edaran.

b) Menjalankan aktiviti pemantauan prestasi mengikut keperluan DOE dan menyelenggara rekod pemeriksaan dan pemantauan yang betul untuk mengesahkan keberkesanan sistem.

c) Mengenal pasti dan mengesyorkan langkah-langkah penambahbaikan untuk meningkatkan kecekapan operasi, kebolehpercayaan sistem dan prestasi pematuhan alam sekitar.

4. Latihan & Keselamatan

a) Melatih dan membimbing pengendali tentang pengendalian dan pemantauan sistem Penapis Beg dan Penggosok yang betul.

b) Membantu dalam pembangunan dan pelaksanaan Prosedur Operasi Standard (SOP), senarai semak pemeriksaan dan prosedur tindak balas kecemasan yang berkaitan dengan Sistem Kawalan Pencemaran Udara.

c) Memastikan semua kakitangan mematuhi keperluan PPE dan dasar alam sekitar, kesihatan dan keselamatan syarikat.

5. Dokumentasi & Pelaporan

a) Mengekalkan buku log operasi harian untuk sistem Penapis Beg dan Penggosok.

b) Rekodkan parameter pemantauan, aktiviti penyelenggaraan, keadaan luar biasa dan tindakan pembetulan yang telah diambil.

c) Mengekalkan rekod penggantian beg penapis, aktiviti servis penggosok dan senarai semak pemantauan prestasi yang tepat.

d) Menyediakan dan mengemukakan laporan pematuhan alam sekitar mingguan, bulanan dan suku tahunan kepada pihak pengurusan dan memastikan dokumentasi tersedia untuk pemeriksaan DOE.

Keperluan Pengalaman

Calon mesti mempunyai minimum dua (2) tahun pengalaman dalam operasi Sistem Kawalan Pencemaran Udara (APCS), termasuk sistem Penapis Beg, sistem Penggosok, dan pemantauan pelepasan industri. Pengalaman dalam persekitaran pembuatan tekstil akan menjadi kelebihan tambahan.

Keperluan Pendidikan

Calon mesti memiliki Diploma atau Ijazah dalam Sains atau Kejuruteraan. Calon yang mempunyai Sijil Politeknik atau kelayakan SKM Tahap 2 juga boleh dipertimbangkan, dengan syarat mereka mempunyai sekurang-kurangnya satu (1) tahun pengalaman kerja yang berkaitan dalam operasi Sistem Kawalan Pencemaran Udara (APCS). 2. 日常運作與監控

a) 監測袋式除塵器的運作和性能，包括壓力差讀數、壓縮空氣脈衝清潔系統性能、濾袋狀況、料斗出料系統運作、鼓風機/風扇運轉和管路狀況，以確保系統高效運作。

b) 監控洗滌器系統的性能，包括循環泵運作、噴嘴狀況、氣流性能、化學加藥情況（如適用）和 pH 值監測（如適用），以確保有效控制排放。

c) 對空氣污染控制系統 (APCS) 進行例行檢查，發現異常運作情況，並立即採取糾正措施，以防止排放不合規和設備故障。

3. 系統維護與效能監控

a) 規劃、協調和監督袋式過濾器和洗滌器系統的預防性和糾正性維護活動，包括濾袋檢查和更換、管道檢查、鼓風機維修、料斗排放系統維護、洗滌器噴嘴清潔和循環泵維修。

b) 依照美國能源部的要求進行性能監測活動，並維護適當的檢查和監測記錄，以驗證系統有效性。

c) 確定並建議改善措施，以提高營運效率、系統可靠性和環境合規性。

4. 培訓與安全

a) 訓練和指導操作人員正確操作和監控袋式過濾器和洗滌器系統。

Support top management and National ESH in driving ESH and security excellence at the KK site through effective implementation of strategies, culture building, and adherence to corporate standards.

The role ensures compliance with legal and regulatory requirements, promotes Behavior Based Safety and Sika minimum standards, supports the implementation and maintenance of the Sika Management System in line with ISO 9001, ISO 14001, and ISO 45001 standards, and conducts ESH audits while monitoring performance trends and follow up actions.

EHS Strategy and Program Implementation

• Support the development and implementation of EHS and security strategies aligned with corporate and regional initiatives for the KK plant.

• Work closely with National ESH, QA, and Compliance team to deploy new programs, audit frameworks, and report standards across the site while ensuring effective communication at all levels of the organization.

Policies, Management Systems and Documentation

• Support the development, review, and update of EHS policies, procedures, and guidelines in accordance with corporate standards and regulatory requirements.

• Coordinate periodic reviews of the Sika Management System (SMS) for the KK site and constantly update and standardize procedures accordingly. Educate team members at KK on the changes and have constant briefings on SMS topics

• Ensure proper documentation control and that only approved documents are used within the organization.

Audits, Risk Assessment and Corrective Actions

• Coordinate and perform internal EHS and security audits using regional tools and prepare reports or dashboards in a timely manner.

• Conduct regular safety walks and risk assessments with site leadership to identify hazards and implement appropriate corrective and preventive actions.

• Ensure timely follow up and closure of non-conformities and audit findings.

Training and Awareness

• Develop and deliver EHS and security training programs for employees at all levels to promote compliance and strengthen the EHS culture.

• Coordinate training programs related to quality, environmental, safety, and health requirements for relevant staff.

Incident Management and Reporting

• Support and lead investigations into EHS incidents, accidents, and near misses at the KK site.

• Conduct root cause analysis, implement corrective actions, and prepare detailed incident reports.

• Ensure timely reporting to management, authorities, and group functions while supporting other Sika Malaysia sites when required.

Performance Monitoring and Compliance

• Monitor EHS and security performance through corporate or country defined KPIs and metrics.

• Manage reporting systems such as Sphera cloud and support improvement actions based on leading and lagging indicators

Supplier and Contractor Management

• Collaborate with Procurement to evaluate the EHS performance of suppliers and contractors and ensure compliance with company EHS standards throughout the supply chain.

Regulatory Compliance and External Liaison

• Stay updated on relevant EHS regulations and ensure the site remains compliant with all applicable legal and regulatory requirements.

• Liaise with consultants, statutory bodies such as DOE, DOSH, and BOMBA, and certification bodies on matters related to quality, environmental, security, health, and safety compliance.

Continuous Improvement

• Support continuous improvement initiatives to enhance EHS, security, and QA practices at the KK site and across Sika Malaysia.

Security Responsibilities

• Oversee site security operations, including management of static guards and protection of critical areas such as the server room.

• Enforce site security rules and ensure proper control of people and vehicle access.

• Maintain visitor logs, conduct security checks, and coordinate with IT to ensure controlled access to the server room.

• Ensure confidentiality of company information and adherence to information security policies

• Handle financial settlements with cedents, reinsurers, and reinsurance brokers according to terms and agreements, managing overall cash flow in a timely manner.
• Control data quality and manage risk-related activities according to internal guidelines.
• Collect accurate premiums and claims information and proactively handle claims including indexation.
