What Will You Do?

• Work with key stakeholders to ensure high cybersecurity posture of HDB applications through activities such as the following:

i. Develop and promote Secure Coding Practices.
ii. Collaborate with project teams to ensure compliance with Vulnerability Assessment & Penetration Testing requirements.
iii. Review security test reports and provide recommendations on remediation measures to application project teams, where necessary.
iv. Procure and maintain security testing tools to support Static Application Security, Dynamic Application Security Testing and Vulnerability Assessment & Penetration Testing.

• Develop, maintain, and operationalise a Threat Risk Assessment framework for HDB to identify and mitigate the threats and risks in its IT systems and programmes.

What Will You Do?

You will be in a pioneer team in HDB’s Information Services Group that seeks to embrace DevSecOps culture and practices for application development. With the goal of creating cross-functional teams that would be responsible for the end-to-end delivery of IT services, we aim to adopt a you-code-it, you-run-it approach to software product development and maintenance. The success of our endeavour will form the blueprint upon which all subsequent in-house DevSecOps teams can be modelled after.

The successful candidate will be part of the lifelong learning division, and will head a team to take charge in innovating and further optimising the operational processes through use of digital systems, tools and technologies.

The job holder will play an important role in the transformation of processes, involving various divisional branches, to enhance efficiency, productivity and user experience while not comprising on governance.

The job holder will also manage the current Training Management System (TMS) and a new system that the institution is working on. This new system scheduled for completion in 2027 will integrate customer relationship management (CRM) and student management system (SMS) for the competency-based stackable micro-credential pathway. The new system will also be linked to SkillsFuture Singapore's TP Gateway and be eventually enhanced in scope to also handle CET course provisions including billing and invoicing.

The job holder will also oversee policies related to user role approvals, data governance and compliance to Personal Data Protection Act (PDPA) in our systems.

Job Responsibilities:

• Identify and evaluate opportunities for digital transformation within various processes that involve our Business Development branch, Marketing & Insights branch, Programme Management and Operations branch, Grant Services and Audit branches as well as with Finance division.
• Develop and implement digital strategies to drive process optimisation, automation, and innovation using digital systems and technologies.
