Leads a team composed of Building Services Specialist(s), support staff, contractors, and performs varying assignments under minimal direction of a manager. Coordinates with General Services Administration (GSA) personnel on GSA and FAA funded repair projects, repairs, and studies. Acts as the Facility Security Coordinator (FSC) as delegated in writing by the Director of APM in accordance with the FAA Facility Security Management Program Order 1600.69. The FSC serves as the headquarters security representative for a variety of operational security functions including but not limited to intelligence Information receipt and distribution, design, analysis and administration of operational security systems analysis of data, conducting periodic audits, preparation of reports, development and conduction of training, monitoring Access Systems, CCTV, and Visitor Notification programs, administration of guard contracts, and liaison with law enforcement officials for a myriad of activities Including court ordered process servers, Orders of Protection as applicable under law, and facilitating OPM/IG Investigations and enforcement.

The Group Manager applies detailed knowledge of the technical aspect of the work. He/she has thorough understanding of policies, orders, and regulations in radio frequency management such as 47 Code of Federal Regulation (CFR) Part 300 and FAA Order 6050.328 to manage the Spectrum Engineering Services organization. Exercises oversight of the management of civil aviation radio frequency assignments; resolution of radio frequency interference issues; and development of the overall electromagnetic spectrum management
policies, standards, and guidelines for the agency and its diverse aviation community of NAS users.

Directs spectrum management policy, planning, and efficiency efforts to meet future Federal Aviation Administration (FAA) requirements and to support initiatives in federal frequency management. The Systems Accountant is a recognized subject matter expert in financial systems and provides leadership for highly complex and challenging activities under the minimal direction of a manager or executive. May act as the principal Accountant to develop new and innovative approaches, methodologies, and/or techniques. The Systems Accountant is responsible for developing and maintaining financial systems and reporting processes for the Office of Financial Management (AFM). Generates and produces reports and dashboards using the agency’s financial systems data. Ensures reporting methods adhere to the Federal Accounting Standards Advisory Board accounting standards and the practices and procedures within the Chief Financial Officer (CFO) Act of 1990. Supports the annual financial statements audit by ensuring that financial system data is represented accurately in financial reports and dashboards.

Applies experience and expert knowledge of systems accounting principles, financial management systems, and financial management reporting requirements to conduct functional activities for projects/programs that often require the development of new and innovative approaches. The Systems Accountant supports financial system maintenance and improvements that enable the agency to leverage innovative reporting practices that align with the Department of Transportation’s (DOT) strategic goals and the FAA’s automation initiatives. Collaborates with financial staff within AFM and liaisons within the Office of Information and Technology (AIT) to ensure FAA financial systems are configured with proper reporting functions. Participates in financial systems implementation projects to ensure accounting and financial management standards are met to include defining requirements, testing, and deployment. Interacts with the Lines of Business (LOB) and Staff Offices (SO) to assist and/or complete financial system reporting requests that require data from FAA financial systems.

The Scientist performs multiple, varying and complex assignments under the minimal direction of the manager. This work is a critical area of human performance and directly affects the safe and efficient operation of the National Airspace System (NAS).

As a principal technical specialist, the Scientist uses experience and comprehensive technical knowledge of human performance related factors such as human performance safety investigations and taxonomies, safety culture, and human performance management to research, analyze and lead teams in identifying and assessing issues involving safety culture, training performance and human performance. Solves complex problems and develops improved technical processes, systems or safety mitigations for the operational workforce. Considers the objectives of Safety and Technical Training and the ATO when developing, integrating, and implementing solutions to diverse, complex problems. Plays a lead role in drafting, reviewing, and editing reports for final approval prior to external distribution. Develops and recommends innovative changes to NAS systems, equipment and procedures.

As a recognized expert in instructional system design, the Instructional Systems Specialist (ISS) applies expert knowledge of learning theory and the principles, methods, practices and techniques of instructional design to provide leadership for highly complex activities involving the instructional design standards and structure across the technical training curriculum for the Air Traffic Organization under the minimal direction of the Team Manager. As a principal specialist, the ISS uses experience leading/conducting technical training courses for a highly complex technical workforce to define and direct challenging projects, programs and activities. Applies instructional design principles, practices, techniques and tools to consult on technical training programs at Air Traffic Control facilities. Analyzes technical occupations or performs job task analysis to develop instructional methods, techniques and competencies for the ATC and ATSS workforce. Designs, develops and maintains technical training material to improve instructional effectiveness.

The ISS uses new Instructional System Design Methods and technologies such as experiential learning (gaming/simulation); blended learning (e.g. Blackboard) to develop and/or maintain training material and curricula and to analyze and study technical training programs. Uses learning content management system software technology to revise existing instructional courses, and develops new training courses. Conducts studies, evaluates and recommends program improvements that impact a wide range of training activities. Develops innovative and effective methods to improve training programs and to ensure consistent high quality technical training to the FAA technical workforce. Develops technical training material and curriculum to prepare reports and recommendations on the use of new and/or improved teaching techniques. Analyzes and validates instructional content as required.

Researches and analyzes new technologies to evaluate their impact on FAA’s short and long term training development. Incorporates existing and new emerging learning technologies to delivery training strategies. Ensures all training programs leverage appropriate adult learning principles. Applies project management principles to monitor and oversee the work of contract instructional designers tasked with developing ATC/ATSS training materials. Has broad automated systems and networking responsibilities and is recognized as a principal technical specialist on legacy and newly developed systems within a large facility or multiple facilities over a large geographical area. The work performed at this level requires technical expertise on complex systems and/or emerging technology, systems interrelationships and management of the NAS.

Performs work of broad scope and complexity with a high degree of independence. Provides the highest organizational level of technical support associated with analyzing, designing, developing, installing, repairing, fabricating, maintaining, modifying, or evaluating the most complex systems for which the FAA is responsible.

As a principal specialist/expert for major projects and/or program areas resolves unique technical problems without managerial intervention, providing coordination and suggesting solutions. The Management and Program Analyst performs multiple and varying analytical assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Applies experience and advanced knowledge of analytical and evaluative methods and techniques for assessing programs and improving organizational effectiveness and efficiency. Uses quantitative and qualitative methods, principles and concepts to define the utility, basic tenets and guidelines for assisting in the preparation of the Master Integrated Program Schedule.

The Associate Administrator for Aviation Safety is the key advisor to the FAA Administrator on aviation safety. The incumbent sets, oversees, and enforces safety standards for all sectors of the aviation industry, impacting every facet of domestic and international civil aviation safety. The Associate Administrator executes the work of the Office of Aviation Safety through a geographically-dispersed workforce of approximately 7,400 employees and is responsible for an approximate $1.8B budget.

Principal Responsibilities:

• Develops FAA safety strategic management initiatives, goals, and short and long term direction and implementation plans. Leads and communicates the status, safety strategies, critical issues, complex challenges and emerging developments, products, technologies, and innovations. Ensures that strategies are developed based on data-driven decision making that advances and improves the mission of FAA and AVS operations and stakeholder products and services.

• Oversees the adequacy of substantive aspects of FAA rulemaking actions, directives/guidance, and responses relating to the safety of flight; certification and competence of airmen, air carriers, and air agencies; certification and airworthiness of aircraft; aircraft and airmen registry; physical fitness of airmen and other persons associated with safety in flight; airmen medical certification systems, aviation medical research, designated aviation medical examiner system, aeromedical education, and medical accident investigations; National Transportation Safety Board (NTSB) accident and incident investigation, NTSB recommendations, reporting programs for accidents and incidents, and NTSB hearings.

• Influences the development and harmonization of international safety standards, procedures and practices. Partners with other civil aviation authorities and regional organizations to promote and improve FAA’s position in global aviation leadership. Advocates compliance with international safety standards.

• Champions unmanned aircraft systems (UAS) activities to enable the safe and efficient use and integration of UAS globally. Advocates for the development and alignment of UAS regulations and policy harmonization across the agency, broader U.S. Government, global aviation community, Air Navigation Service Provider counterparts and others on a bilateral, regional and global basis.

• Provides global leadership for Aerospace Medicine in the 21st century. Manages a broad range of medical programs and services (e.g., pilot medical certification, aerospace medical training, medical clearance of air traffic control specialists, aviation industry drug and alcohol testing).

• Ensures FAA serves as the industry leader in safety investigation, analysis, and information sharing. Prescribes procedures and responsibilities for aircraft accident and incident notification, investigation and reporting. Oversees the FAA’s accident, incident and occurrence response programs. Directs investigations and activities related to the NTSB.

• Maintains close and continuous contact with representatives of Congress, national military establishment, other Federal agencies, State and local governments, aviation industry stakeholders, and the general public, as well as various other domestic and foreign public and private aviation organizations. Handles media inquiries related to, and develops communications strategy for, aviation safety matters. Presents and defends DOT/FAA positions with respect to Aviation Safety programs and policies.

As one of several AJG-R Group Managers, the work includes a wide variety of complex administrative programs and support areas, as well as detailed knowledge of management and program principles to lead and direct a large, multi-level organization through subordinate team managers. Integrates the work of multiple organizations to meet strategic goals of the ATO and participates in strategic planning for the Federal Aviation Administration (FAA). These groups are responsible for budget execution and formulation, acquisition management, space/facility security management, and wireless and property management. The Program Manager serves as the Headquarters liaison with the Service Area Business Service Groups. Participates in the strategic planning for the FAA and make of financial and administrative services commitments for the ATO. Uses business intelligence for analyzing and delivering actionable information critical in providing services across ATO Service Units for purpose of making business decisions. This is critical work that directly impacts the safe and efficient operation of the ATO.

As a Group Manager applies a detailed knowledge of the technical aspects of the work directed and a thorough understanding of the principles of management and strategic planning to integrate the work of multiple organizational units and complex programs and across multiple functions based on the objectives of the ATO.
