Main Responsibilities
Reporting to the Assistant Director (Finance), the Contract Chief Finance Manager, to be designated as Chief Finance Manager (Investment and Operations), will lead the Investment and Operations Section of the Finance Sub-division, Housing Department. The post holder will assist the Assistant Director (Finance) with main duties as shown below –
- To formulate and review funds management policies including investment guidelines and implement approved revisions;
- To oversee the cash flow management and manage treasury operations;
- To manage the effectiveness and ensure adequate controls of payment, payroll and revenue collection;
- To review the findings of estate inspection and provide professional advice to ensure adequate internal control and to enhance the operational efficiency;
- To manage and implement various financial risk management measures in line with best practices and arrange cost effective insurance arrangements for the Housing Authority;
- To manage financial system support and function; and
- To provide professional advice on strategic issues, policy formulation and organisational improvement.
The Role Requires
Solid management experience in financial management; Preferably strong background / experience in financial operations, and risk management of sizeable public funds; Strong leadership and initiative and ability to work under pressure and demanding timelines; Excellent communication and presentation skills to present succinctly and convincingly at different platforms, including senior meetings and various committees; and Preferably with exposure / experience in housing setting, such as a large construction or property management company, or liaison with Government departments.
Entry Requirements
Applicants should –
- have a Bachelor Degree in Business Administration or equivalent from a university;
- be a Member of the Hong Kong Institute of Certified Public Accountants (HKICPA), or equivalent;
- possess minimum of 12 years’ post-qualification experience, preferably gained from senior management leadership role with successful track record in sizeable public sector organisations;
- and meet the language proficiency requirements of Level 2 (“Grade E” before 2007) or above in Chinese Language and English Language (“Syllabus B” before 2007) in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent.
Terms of Appointment
The appointment will be on Housing Authority regular terms of employment, with continuous employment being offered till an employee reaches the prevailing retirement age upon passing the probationary period.
A competitive pay package, which is commensurate with the employee’s qualification and experience, will be offered. On top of the base salary, the employee may receive a monthly cash allowance and a year-end incentive payment at 10% of the total base salary received upon satisfactory completion of every full year of service.
The entry pay, terms of appointment and conditions of service to be offered are subject to the provisions prevailing at the time the offer of appointment is made.
